Samarinda City will be directed toward sustainability based on smart city concept as stated on Samarinda City Long Term Planning Document 2005-2025. The planning concept was deployedas Samarinda City appointed as representative on Movement Toward 100 Smart Cities in Indonesia. Therefore, Samarinda City compiled Samarinda Smart City Masterplan to follow up the program. As a follow up regarding the plan, priority aspect for upgrading local government capacity in order to support Smart Government component needs to beacknowledged. By the purpose of analyzingthe priority aspect, this research utilized Analytical Hierarchy Process method. Based on Analytical Hierarchy Process analysis conducted to each sampled respondent answer, policy reformation was the priorityaspect.
